discharge rate for rechargebles

I've been using a trust fire charger for 6 months now has worked great on all my batts. It has always charged them to 4.17 to 4.18 volts but recently started an annoying whistling sound when charging imr's so I bought a new one from super t that charges 4 at a time now it is the trust fire model TR-003P4 and it charges all my battery's to 4.23 and 4.24. Is this normal? I will eventually get a xstar or pila so please no comments on my pour choice of charger..Just need to know if this is normal discharge rate or not and is it safe? What is an unsafe discharge rate ? If what I explained is not a problem when should I worry and start disregarding batteries and chargers?

I guess that is a little high, but that's assuming you have an expensive, totally accurate meter.

I have three meters, the readings between then will vary by .03V.

That said I'd rather have a charger that charged my cells to 4.22V than one that only got them to 4.15V.

Thanks for info will get another multi meter and expierament. The one I have is a good one wasn't cheep but could always use another. Lol. Also the discharge rate on instructions of charger says 4.2. Just concerning when they come off overcharged if 4.24 is overcharged
