I steep.. 2-3 hours in 150-175 degree hot water. Shake well many time during process and usually use my UC (ultra sonic cleaner) for 30 minutes or so depending on flavorings used. Sometimes longer in the UC if its a complex blend..
I make big batches so it continues to steep just sitting waiting to be used..
When I make my juices whether at home or at my friends B&M Shop I steep them in a crock-pot of water that is on high for about 25 to 30 minutes this gets the fluid nice and hot and it thins it out which I believe makes the flavors blend better then let them sit for 36 hours shaking them 2X a day then putting them back in a dark cabinet. Flavors come thru so much sooner I compared my steeped to non-steeped juices and find the non-crock-pot steeped juices take 2 1/2 weeks to achieve the same flavor and depending on the flavors involved sometimes longer. Steep or not to steep is all a personal preference I would say. I personally like to steep my juices.
For me it depends on what type of juice I made. Usually, I vape my fruit flavored juices pretty much fresh...but for juices that have heavy custards or creams, I normally let them steep for a week to ten days.
