100mg/ml is 10%. If you don't want pg or vg, then what base do you want to use?
If you meant 100% nicotine there is only one place I know of but I won't post a link. It is dangerous and last I knew ECF doesn't allow it to be encouraged in any way.

Pure nicotine is very dangerous. It can be lethal if you spill enough of it on yourself, or breathe too many vapors. You should have a laboratory and haz-mat suit to handle it properly. I would not mess with anything over 60 mg. personally.
Listen to Penn and Skunk! Nicotine at that concentration is dangerous. I can't post a link because I'm to new to the forum. Just google "nicotine MSDS". That should be enough to curb your enthusiasm, unless you are trained to handle nicotine at 100% concentration.
100% nic is not allowed to be discussed in this forum. It is extremely dangerous. There are plenty of sites selling 100mg/ml or 10% in pg or vg. That should be more than enough for making e-juice. I use 48mg/ml it does the job just fine.

Ive read Wizards lab sells good quality nicotine in diifferent strengths. I have also read to get nicotine in VG base since most flavors are PG.
so it makes it easier mixing if you want a VG or VG/PG juice.

If your just starting with diy liquid i would start with 36mg/ml until you get comfortable with safety precautions i dont want to come off like a parent figure just dont want anyone getting hurt
Which base (PG/VG) you order your nicotine in depends on what end-liquid you intend to mix. 100mg is advantageous in the fact that you can still mix a high VG juice, but you can not mix a 100%VG juice with nicotine in a PG base.
1ml of 100mg/mL nicotine is enough to cause serious illness. 10ml of 100mg/mL nicotine will cause death if ingested.
1000mg/mL (pure) nicotine should not be purchased, sold to or used by any consumer-level hobbyist/mixologist.

There are a lot of places to get diy liquid. And I would really cautiin against anything over 24mg/ml, not because of safety, that's already been discussed. You're probably going to find that it negatively affects some flavors, and you'll regret your purchase. Happy vaping!
