Do batteries come charged?

Sorry for the noob question, but I just bought two protected 10440 and two protected 14500 batteries. I was wondering if I need to charge them before use, or do they come with a charge? I know the question sounds pretty dumb but I just wanted to make sure. Thanks for the help.

hmm.. sometimes... I'll take some cells and throw them on a charger and they'll charge for a while, others seem fully charged.. I'm not a believer in the full 8 hour charge stuff before use so I tend to just go for it...
