Do insurance companies consider vapers non-smokers/non-tobacco users?

some states make the decision of what can or cant be added on as a surcharge.
some made vaping the same as tobacco use some didn't.
in states where insurance companies get to set their surcharge rates its
all over the place.shop around. i have read on the forum here of at least
2 companies that advertise the fact that if you vape your not considered a smoker.

Prudential is one. I wonder what the other one is. If insurance companies start losing significant business to Prudential, I imagine it won't be too long before they come around.
