I have been telling people that E-Cigs use the same principals as Medical Nebulizers (machines that use vaper to deliver medications to the lungs), and asthma inhalers, and Smoke Machines used to produce smoke for concerts / movies / theater productions, for a while now. I always used the Nebulizer and and asthma inhalers metaphor when people seem worried about ""second hand vaper"" non-sense, which usually calms the situation. I knew that the Smoke Machine works the same way as E-Cigs from being a stage hand for a few years. But I wasn't to sure if the Nebulizer scenario was accurate, until now when I looked it up.

MY CONCLUSION.
1. Smoke Machines: Not to be confused with Fog Machines; which either use Dry-ice and water, or most commonly use a chemical mixture (I don't which chemicals). Which produces the "Thick" fog that stays at floor level.
The Smoke Machines use glycol just like our PV's and has been considered safe for decades, And I always use this information to explain E-Cigs.
2. Nebulizers(and asthma inhalers): I can, and always will, use Nebulizers (and asthma inhalers) in the discussion. You can't say that "all" Nebulizers work the same as E-cigs, there are many ways to vaporize liquids, and better ways to vaporize certain medicines. But some Nebulizers use the same technology as our PV's. So my answer is: "Some Nebulizers (and asthma inhalers), that they use in hospitals, work the same way as these (while holding up my PV)." No matter how vaper is made vaper, its still vaper.

I hope this, and the following links are and will be helpful to you as you have to deal with people giving you a hard time because of your vaping. Which reminds me of this time when I was at a stop light, blowing a big puff of vapor. When a car pulls up to the side of me, and the Lady in the passenger seat starts coughing profusely. Then rolls up the window, giving me a dirty look.

We have a nebulizer left over from when my son was an infant (nothing serious, just croupy, and no, I never smoked inside or in the car or anywhere near him), and I'm pretty sure it uses a small air compressor to vaporize the liquid (a saline solution, not PG AFAIK). But, I'm thinking I might have to drag the old girl out of the basement and see what it can do with that sampler bottle of Blue Cotton Candy that TVR sent me...

While they're similar in effect and (probable) safety, I don't think they're exactly the same in mechanics. E-cigs use heat to vaporize the PG/VG and nicotine while nebulizers use air without heat. E-cigs are much closer to fog machines. In fact i sometimes tell people that mine is just like a mini fog machine. Neither burns anything, and there is no second hand smoke. IMO too much perfume is way more dangerous and annoying than e-cig vapor.
