IDK about price and etc. It may be possible to get some nicotine from China less expensively if they can ship to you.
IDK that Chinese nicotine is any worse than where many other DIY suppliers in the US get their nicotine either, but I would probably save China as a last resort, myself. The main thing is is it pharmaceutical grad and if so you should be fine (or whatever the equivalent is in your country) you don't want impurities.
I would suggest reading some of the how to guides in the DIY forum, there are some useful resources and it will help you get more up to speed with mixing. Your calculations are correct but adding the nic to your tank is not the way you want to go about it. You may need a (short) steep and some shaking in order to make sure you don't get "hot spots" of nicotine in your tank, I would think that would be unpleasant and etc.
