Does anyone make a charger that's not junk?

Last Saturday I bought a spare charger for my stick batteries so I can take one to work, etc. Anyway... This morning I go to take the battery off the charger, and the light is still red? Then, I touched the battery. It has the feel of static electricity to it? Like you run your fingers along it, and there's a buzzing effect, with a slight shock if you touch the metal twist end. The same store that sold me the battery sold me the charger the same day, so if the battery is toast they WILL be giving me a new one. I've got it on the other "supposedly" good charger. I should have known something was up when they reached under the counter and handed me a generic China clear plastic cellophane wrapped charger. The ones with no brand name, like cell phone chargers they sell at the flea market?

Is there a GOOD charger out there for stick/twist style batteries? You know, something with some weight to it, where you can feel that it's a decent product. The only charger I have now is the one that came with my luxury lites pen style e cig.
