Does Voltage Affect Nicotine Delivery?

I've read a couple reviews where people say not to test HV devices with high mg juice. Does the voltage affect how much nic you get?

The simple answer is yes it does.

The more complicated answer is that it's more to do with wattage (volts x amps = watts), and the effect of this on the temperature of the atomiser coil, than voltage. The higher temperature from the increased wattage means more liquid is vaporised in a shorter space of time, so you get a denser vapour. Using low resistance atomizers has the same effect without increasing the voltage.
