I'v not heard of any batt's with plastic wrap on them other than when their shipped to you, if that's what you mean, do take it off, my batt's all have a painted coating on them, some people sand them down with sand paper if they want to change the color etc, it does'nt hurt the batt you just have a chrome looking batt and their fine to use.
If your's has some kind of plastic coating on it and there's no metal under it, I think your in trouble, if there is metal, you might just want to wipe it down with so Goo to take the stickyness off and it should be fine. No question is dumb, that's how we learn. Good luck.

The plastic wrapper is cheap, thin, and easily damaged. If you battery is a protected cell with a circuit board at the negative end then there is probably a thin metal strip going up the side of the battery to the positive cap. this strip is insulated from the negative case by a thin strip of kapton insulating tape (yellow). the plastic wrap covers this. This is a SHORT CIRCUIT OPPORTUNITY.
The circuit board is also soldered to the negative terminal with a small metal tab.
The plastic wrap stabilizes the circuit board. I usually wrap a single layer of kapton tape (2 inch width) or clear packing tape.

If the circuit board is at the positive end this is a little different. If it is an unprotected cell then disregard this post.

Good laugh on me, don't know anything about mod's, thanks for explaning. So you can change the batteries inside of the mod and when the the battery goes dead you can just put a new one in, is that right? I'm going to have to read up on the mods, I think I would like something like that. Learn something new everyday.
