It's the handle to a jack for a big rig. It probably fell off the truck and was hit by the tires of the trailer sending it flying through the air. My wife was in the fast lane during rush hour traffic. It was either hit the pole or cause a bigger accident by hitting other cars or the center divide.
Lots of snow in the mountains this weekend. Lots of rain/snow here in the valleys. Here's a video of what happens when you mix a layer of ice covered by snow on a hill.
I'm not going to disagree, but in their defense the snow usually starts in September or October. This was really the first snow with any sort of real accumulation. Add to that the rain we had received before the snow which had to freeze before the snow could "stick" and you have perfect conditions for this to happen.
We use to joke in California that whenever it rained people would suddenly forget how to drive. That's true here too except replace rain with snow...

If it were me, after the first half-dozen accidents I would have probably gone to the top of the hill and tried to talk some sense into the people thinking about going down it.
