E-liquid strength vs nic delivered

Just curious to know if anyone has specs on how much nic is actually delivered out of say... 12mg strength e-liquid.

Old box of nic patches caught my eye...
box says 10mg (4mg delivered)

Any info on comparable delivery from an e-cig?

I'm not sure anyone really knows for sure, it's still very controversial. There are speculations about it and I know somewhere on here they explain it but not sure where that thread is... I'll keep an eye out for it
