I consider moral and ethical to be nearly the same and it has nothing to do with religion. Your definition of 'morality' is closer to my definition of Puritanism - best stated by H. L. Mencken:
“Puritanism: The haunting fear that someone, somewhere, may be happy.”
and
"When A annoys or injures B on the pretense of saving or improving X, A is a scoundrel."
This last is basically what Hayek is saying, where "A" is ANTZ, "B" is vapers and X is "public health"
