Emergency Alert System

I just received an email informing that there will soon be a National Level Emergency Alert System. This is going to be tested Nationwide on November 9th, 2011 at 2pm Eastern Standard Time. The alert should last for 3 minutes and be broadcast on ALL channels. That means local, Cable, Satellite programming should all be included in the test, even movies on demand should be interrupted by this test.

Now this is FEMA and the FCC we're talking about here and they're only 10 years (give or take a couple months and days...) or so behind on this so expect some glitches to take place. Anything you might be recording at the time will probably be affected as well. It's a great idea, let's see how it works out in reality.
 
First sign of the Zombie Apocalypse....trying to get the entire nation on one alert system. But I have a dumb question, as much as they are advertising this, what happens if at that exact moment terrorists attack and we all think its just a system test? Wouldnt a better test be a random time with an explanation at the end that it was all a test?
