Empty cartridges??

I'm curious why some atomizers come with a cartridge with no filling inside.
Can it be used empty? Example...I just received my Prodigy and the
cart's on the atomizers are empty.

You can use the empty cart if you drip, or fill it with poly and add eliquid. There are threads and videos that will give you tips on both.
