Hope this isn't a stupid question...but I have received some cartridges empty inside. Especially the ones that come attached to new atomizers. I would think every cartridge would have the filling inside...maybe no liquid, but at least the filling.
Those are protective caps for the atomizers but don't throw them out. If you decide to try dipping or dripping you will want to use them instead of a refillable cartridge.
They're for protection during storage & shipping. Why spend money to make special covers when they can use the outer casings of carts that are already made?
In any case, save them. When your carts crack from the heat or chewing on them, you can drop an insert in them and use em up.
