Empty Carts come with filler?

A very quick Newbie Question: When you generally buy empty Carts online do they come with the filler built in? Or do you need to manufacture your own? :\

They should come with some polyfill.

Well, I'm an uber noob, waiting for my 1st e-cig to arrive, so don't take my word for granted but, from what I understand, an empty cart is just a cart with no juice, therefore it does have the filler.

I got mine from Johnson Creek, they called them Blank Cartridges. They had filler in them.
