You just need to top it off. It says to top it off because if it gets to low it creates a vacuum effect (i think).
It is suggested.. but not required if it works for you. My wife is constantly vaping her's to the coil.. LOL I keep my filled as much as possible. Neither of ours leak.
I vape mine all the way to the bottom when I am ready to change flavors. But in general, you'll just have fewer issues with leaks if you keep them at least 1/3 full.
They are a great clearo in my experience. Good vapor, good flavor and at a buck fifty for a new head, an inexpensive way to get, and continue to have, a good vape.

As do I, always have an empty one on hand if I want to switch flavors. A quick rinse under warm/hot tap water and dry overnight is all they need.
These bottom coil clearomizers use a vacuum effect to help keep the juice in the tank. Think of holding your finger over the hole in a straw to keep liquid in it. As the amount of juice gets lower and more air gets in the tank this vacuum seal gets weaker. This can lead to flooding and juice getting sucked out of the tank if you draw to hard on it. If you take slow steady draws on the evod you can vape them dry, you just need to be more careful on how hard you hit it when they are low on juice. T3's are even worse about this.
I have like 10 of these for some reason...they just work...as long as you dont hit them like when you got 2 minutes on break to smoke a 100mm red you'll be fine, i use mine till they r empty with no issues.
