I think there's a difference between a "smart" person, and a person that follows the scientific method and knows how to assess and reduce risk when performing experiments.
You can be the smartest guy on earth but if you don't have a clue about basic math, logic, and the scientific method, you aren't likely to research something properly before you do it.
And even if you DO, you still have to have the motivation and patience to actually do it properly.
Unfortunately, here in the Americas, smarts AND science degrees are both in short supply.
