I'll go with CRaP because I once dated a girl who spent a summer playing Minnie Mouse at Disneyland and she didn't have any nieces, let alone any that were named Melody or Millicent.

Fact...I know it is here in WA state as well....only Grizzly bears are not found in all 50 states.....but I would say fact because if they were it's illegal....
I'm going with CRaP, as many states, such as Hawaii, do not have Grizzly Bears to protect.

Some states, Probably those with out grizzlies do not have laws like this on their books.
