In general, I would say buy batteries domestically where possible. There is just too much hassle with shipping them internationally at the moment. There are some reputable vendors you can buy from domestically at pretty good prices, though you may have to buy 2-4 batteries to get the best price.
As for buying clones domestically...only if your need for instant gratification outweighs your cheapness (usually doesn't for me). In general, I see US vendors charge at least twice as much sometimes more for the clones they buy on FT. It's not pennies or even dollars, sometimes its 10's of dollars. If you ask them about the discrepancy, they will tell you FT will take 8 wks or more to get to you; which is generally a crock.
The best advice I can give about ordering from FT is to always get upgraded shipping with a tracking number. Any order over $20 USD is eligible for free upgraded shipping. You can have your order broken into multiple shipments and for every $20 in the order each of those shipments gets free upgraded shipping to the address of your choice. I've split an order into 4 shipments to 2 different addresses using 3 shipping methods.
For example, a $65 order can be split into 3 shipments with each using epacket/china post at no cost. It doesn't matter what the cost of each shipment is, it could be $50, $14, and $1. Each shipment will get the free upgraded shipment. When you submit the ticket, make sure to indicate which items go into the split shipment, which shipping method, and which shipping address. Even if its the same as the original order, it saves time to specify it. Most my tickets look like:
Hi FT CS,
Please split:
XXX mod SKU ######
YYY RDA SKU ######
ZZZ drip tip SKU ######
To a separate shipment using the same shipping method and address.

So I generally make larger orders and put in a ticket to split it into multiple shipments based on estimated shipping date. It takes up to 14 hrs for them to answer the ticket on week days, but it beats waiting an extra week for that one item holding up your order. If an item goes to restocking, they usually automatically split the order to send out items ready to ship.
If you are in the US, chances are epacket/china post is your best shipping option. All but 3 of my orders this year have taken 5-7 days from acceptance to delivery in Los Angeles. For other countries, check the forums and ask what is the best at the moment. It seems to change frequently for some regions.
