Not sure if this is still true, but it sounds like if you get a doctors form saying that
vaping is helping you quit smoking, the government may allow you more access to supplies.

This is from the Finnish customs, as how they regulate vape products under the
tobacco law, they don’t come under any other law here.
Customs:
Passenger imports from another EU Member State
You can import:
1. Tobacco products sold in unit packets which do not carry the required warning labels with pictures and texts in Finnish and Swedish, no more than
- 200 cigarettes
- 50 cigars
- 100 cigarillos AND
- 250 grams of rolling tobacco or pipe tobacco AND
2. No more than 10 ml of in an electronic cigarette or a refill container when these products are sold in unit packets which do not carry the required warning labels in Finnish and Swedish
AND
3. Vegetable products meant to be smoked, no more than 200 units of ready-rolled and 250 grams of loose products, when these products are sold in unit packets which do not carry the required warning labels in Finnish and Swedish
A private person is allowed to import the above-mentioned products free of tax only for personal use. Personal use means the private person’s personal use as well as the use by his or her family or a gift.
Chewing tobacco, nasal snus, oral tobacco (snus) and nicotine liquids
A private person is allowed to bring to Finland no more than a total of 1 000 grams of chewing tobacco, nasal snus and oral tobacco in one calendar day for personal use.
The said products cannot be brought to the mainland as gifts.
A private person is, for personal use, allowed to bring into Finland no more than 10 millilitres of nicotine-containing liquid intended for vaporisation using an electronic cigarette when the liquid contains more than 20 milligrams of nicotine per millilitre or when it is to be used for a purpose defined in the Finnish Medicines Act.
Postal consignments from other EU Member States
It is prohibited to acquire and receive chewing tobacco, nasal snus and oral tobacco from outside Finland by mail or in any other corresponding way.
A private person is not allowed to import, obtain or receive by mail or by comparable means from a country outside of Finland a nicotine-containing liquid intended for vaporisation using an electronic cigarette when the liquid contains more than 20 milligrams of nicotine per millilitre or when it is to be used for a purpose defined in the Finnish Medicines Act.
A private person is not allowed to obtain or receive tobacco products, electronic cigarettes or nicotine liquids from a country outside of Finland by mail, goods transport or in any other way purchased from a
trader by means of distance communication (telephone, mail, television, computer network or other means that can be used for the conclusion of contracts without the parties being simultaneously present). For electronic cigarettes and nicotine liquids there was a transition period until 30 June 2017.
