I did my first DIY e-liquid mix yesterday, using flavourart strawberry, blackcurrant, orange, cherry and butterscotch. Haven't added any nicotine yet as my PG, VG and flavourings have all arrived. Aiming for a 6mg strength, so I left room in a 10ml bottle to add the nic when it gets here. Put 5% flavour in all the liquids, only thing I'm not sure of is how long to steep them for? I'm thinking around 4 or 5 days for the fruit and 7 days for the butterscotch?

You may find 5% to be a little heavy on % for Flavourart (maybe not - depends on your taste buds :) ) For new recipes/flavors, I mix very small batches and let it settle a few hours then sample, then sample daily for the next 14 days. I wouldnt make any adjustments to the flavors without allowing about 7 days ( the changes that can happen in the aging process are crazy!) But some flavors are great immediately and dont change much and some change extensively. This way once I mix the same recipe or flavor again I will know how long (or if at all) to wait before getting my vape on when I mix my actual batch.

I can't comment on steeping but I am curious to read the answers to your post.

Steeping, for me, has not increased or changed the flavor enough to be noticed. What really affected flavor is the resistance of the coil and the power settings used. The atomizers on my devices have been critical and understandably the air controled devices have been my prefered choice.

P.S.: I never use creamy, custard or butter flavors due to the many warnings floating about....

To the OP, I am sure that you will find quite the opposite of this. Especially in more of the creamy, desert type mixes such as your butterscotch. Fruits tend to have much less steeping requirements, anything that has vanillins tends to take the longest. As the creamier ones age, you will see them darken up quite a bit. The fruits tend to go more towards a light orange or pinkish color as they age. As cthulhufan mentioned, fruits are usually good after the first day or so.

Another important step is to let them breathe. The first night, leave the caps and drip tip off so the chemical aspect can evaporate. I prefer to give mine a warm bath before they breathe the first night. I place a tall plastic cup in the sink, turn the faucet wide-open on hot, and let the water run into the cup with the bottle in there bouncing around.

I say try them right away.

If they seem a bit weak, then try some steeping. If they are perfect, then vape them. Why wait if it's not needed?

Then tell us how much steeping your juice needs. The vast majority of mine need none. A few need a couple weeks. One needs to breathe for a bit.
