The batteries discharge starting at 4.2 volts not amps. I'm not sure what battery you have that provides 40 amps but that rating sure isn't for constant discharge. Do some more reading on battery safety and you'll find out that most batteries have there specs fluffed. Yes the battery will be fine unless it isn't capable of producing a constant discharge rate of 1/10th of what it claims. There are other variables of course but sticking to the c-rating is always a good idea to stay within the safe range.

Volts - 4.2 (not accounting for any voltage drop to the atty)
Amps - 3.5
Watts - 14.2

The battery is a:
40 AMP 2300 mAh 18650 From Vamped - Vapor Hub

Found this on the Site for the battery:

"Constant current 0.5C charge to 4.2V, then constant voltage charge to current declines to 0.01C, rest 10min,constant current 0.5C discharge to 3.0V,rest 10min. Repeat above steps till continuously discharging capacity Higher than 80% of the Initial Capacities of the Cells"

Sounds pretty much like what you just said. Thanks!

One more question, what is effected if you wraps are not perfect (loose or slightly over lapping different number of wraps on each coil.
