Is it normal for a flavour to drop after steeping?

I have some Capella peaches and cream which has been steeping since Tuesday.
I used 5ml of it on Tuesday and Wednesday and left 5ml steeping.
Used various methods such as shaking and putting it in some warm water throughout the day.

Just got some more out and the flavour isn't as prominent as before.

Is this normal?

It's normal for certain flavors and that brand of Peaches and Cream is not that strong to begin with. You will find Capella Strawberry is very popular for juice making but the Peach not so much. If you want a good Peach that remains Peachy even after a good steep go for TFA Juicy Peach and add your own cream.

What a lot of people do when they make Peaches & Cream or Strawberries & Cream is using the P&C or S&C and adding additional Peach or Strawberry flavor, and also additional Cream to enhance the flavoring because as Crunktanium said, the Peaches & Cream flavor by itself is not enough to get the best result possible.

Try doing something like:
5% Peaches & Cream
5% Peach
5% Cream (Bavarian Cream from TFA is popular)

Adjust those amounts after a few days of steeping to suit your taste.
