Yes, that came out sometime last week and is in the media section of this forum as well. From what I understand, tobacco companies will be forging ahead w/ their own e-cigs. E-cigs aren't the enemy of Big Tobacco. I'm actually glad to see that the FDA is looking at harm reduction (expecting BT to say how/why smokeless tobacco is less harmful)- a step in the right direction. Coming from vapers, the FDA has acted deaf and dumb all along and has continued to only recommended pharmaceutical means which they dubbed NRT (Nicotine Replacement Therapy). Maybe they will listen to BT about THR (tobacco harm reduction) which would open the way for all of us, but will also redefine things and REALLY put vaping under the eye of the FDA (which would include eventual taxation and possibly elimination of flavors etc., because they claim the kiddies may take up e-cigs- a gateway to smoking- which is of course absurd).
