You might want to check out your local B&M vape shops. Several of the ones I know add the nicotine themselves, so you can get any concentration you want. Another option, if you're having trouble finding 18 mg/ml juice, is to buy the highest concentration you can get and then pick up some nic base to boost it to 18 mg/ml.
There is a lot of commercial liquid out there that I just love that only comes in 0, 3 and 6 mg. I buy 100mg nic and add what I want to bump up the nic level.

There are lots of places that have pre-made juices at 18 mg. What flavors do you like?
I also agree about just getting some 100 mg unflavored nic and "boosting" your juices nic level. It's easy... just have to do some math. It doesn't take much at all so won't dilute the flavor enough to notice. If you order some, consider also getting a few syringes too (you don't need the blunt needles) Makes it easy to measure small amounts.
