I scoured the form for a comprehensive guide for safely mixing DIY liquid and couldn't find anything quite like this. Here is a procedural guide to making DIY e-liquid through my own method; it has the advantage of allowing variation in flavor concentration and giving you the ability to easily make any nicotine concentration desired (up to 24mg/ml).
After a while of DIY, you may find it tedious to always add PG, VG, nicotine, flavor and other components separately for every bottle you make. This method uses two pre-prepared bases, properly calculated to result in the proper final ratios, making my life (and subsequently yours) easier.
Note *THIS PROCEDURE IS GEARED TOWARDS MAKING 30ML BOTTLE OF 50/50 (PG/VG) LIQUID AND WOULD NEED TO BE REWORKED FOR ANY OTHER RATIOS*
Materials:
-1000mL USP Propylene Glycol
-1000mL USP Glycerol
- 5g of sucralose powder
- 30mL Nicotine (99-99.99%)
- 5 x 1mL polyethylene syringe (0.01ml increments)
- 2 x 10-20ml polyethylene syringe (0.1-0.2ml increments)
- 500mL Volumetric flask (OR something you can measure volume in very accurately. Graduated cylinder may work with more variation)
- GLOVES (nitrile preferably)...but for the love of god wear some.
BASE SOLUTIONS
1. Preparing dilution solution (0mg/ml, with 62.5% Glycerol USP and 37.5% Propylene Glycol USP v/v).
To make 500ml (0mg/ml, 62.5%VG/37.5%PG):
a) Add 312.5ml of Glycerol to a 500mL Volumetric Flask followed by 187.5ml of Propylene Glycol to make 500ml of 62.5%VG/37.5%PG v/v solution.
b) Mix using stir plate for 20min then transfer to a 500ml polyethylene container.
2. Preparing base nicotine solution (30mg/ml with 62.5% Glycerol and 37.5% Propylene Glycol USP v/v).
**PUT YOUR GLOVES ON***
To make 500ml (30mg/ml, 62.5%VG/37.5%PG):
a) Add 312.5ml of Glycerol to a 500mL Volumetric Flask. Add 187.5mL of Propylene Glycol to the same Volumetric Flask. Mix well using stir plate.
b) REMOVE 16mL of prepared solution using polyethylene syringe and place in clean beaker.
c) Add 15mL of 99.9% nicotine and 1mL of removed solution (or enough to fill to 500mL line)
d) Mix using stir plate for 2h to make a 30mg/ml, 62.5%VG/37.5%PG v/v solution.

3. Preparing Sucralose solution at 10% (w/w) in PG.
To Make 30ml (10% (w/w) Sucralose in PG):
a) Using a scale, weigh out 3g of Sucralose powder and add it to a graduated cylinder.
b) Add Propylene Glycol up to the 25ml mark. Heat using a warm water bath while stirring for 1h or until no residual solid is found in suspension.
c) Add enough Propylene Glycol to fill to the 30mL mark.
EXPLANATION:
The idea here is to have two bases that you can dilute your juice with to whatever concentration you would like. If I add 8ml of 30ml/ml base to a 30ml bottle, then I dilute this to 30ml by adding 22ml, the result is 8mg/ml:
Dilution formula: (Concentration 1) x (Volume 1) = (Concentration 2) x (Volume 2)
(30mg/ml) x (8ml) = (xmg/ml) x (30ml)
Xmg/ml = 8mg/ml
Now the fact that I formulated the bases to be 62.5% VG and 37.5% PG is VERY important. This makes it possible to add up to 6ml of PG based flavoring or other additives to end up with a 50/50, PG/VG mix:
(62.5% VG) x (24ml) = (x %) x (30ml)
X% = 50%
EXAMPLE:
So let’s say I have a bottle of Capella Juicy Peach flavor extract that I want to make a 30ml bottle of 6mg/ml, 50/50 (PG/VG).
1. First I add the volume equivalent of the 30mg/ml (62.5%VG/37.5% PG) base, which in this case if 6mL (if you wanted 8mg/ml add 8ml, if you wanted 10.522mg/ml add 10.522ml)
2. Then I add 18ml of 0mg/ml (62.5%VG/37.5% PG) to dilute to 24ml (if you wanted 8mg/ml add 24-8 =16ml, if you wanted 10.522mg/ml add 24-10.522= 13.478ml)
Now I have 6ml left to fill with either flavor or other additives. This step is a personal preference but I would not recommend using over 15% flavor (4.5ml).
3. I add 3ml of Capella Juicy Peach Flavor, 0.6ml of my 10% sucralose solution and 2.4ml of PG to complete the extra 6ml left over (3ml +0.6ml + 2.4ml = 6ml of PG based additives).
4. SHAKE IT LIKE CRAZY; you want to see bubbles floating EVERY WARE. This will tell you that you have mixed everything well. DO NOT VAPE WITH BUBBLES IN IT! this will provide more oxygen to your e-liquid, promoting combustion.
5. I recommend leaving the CLOSED bottle to sit for a few days but it is not harmful to vape it right after the bubbles dissipate.
