What are the ads on ths site that are served by google ???

I tried setting up google adwords for e-cigarette, electronic cigarette etc using google adwords and they were all rejected. How does this site - what are the ads on ths site have tobacoo and e-cigarette related ads on it ?????

See the very top of the forum here and the adword links - when you click on them it takes you to a full page of ads with what I have been told are "banned words".

What the heck is going on ?

The question is how does e-cigarette-forum.com have ad links on it for banned google adwords ?
