Well, I was just reading over the verification process and it seems to have to do with the classified section and verifying your identity. Seems it can be done if you're a "verified" PayPal member. If you use PayPal a lot, you'll know what that means. That's the most sense I can make out of it.

verified on paypal means your address is verified to be yours and not anyone else

I know... I'm saying that's one of the ways to be verified on ECF.
