Well with the new batteries it does not fire dcc's at all. The stardust fires but none of my dcc's will

Are you using protected batteries or IMR's? Also, do you have a multimeter? Could you check the stacked voltage under load? I suspect your batts are dropping below threshold voltage for the device on the low res and dcc carts.
