I'm sure the answer is yes but I'm just making sure. Gunk build up on a battery where it connects to a tank lowers performance right? If yes then how?

Yes it will. It hampers the flow of electricity. Take a cotton swab dipped in alcohol and clean the threads and gentle clean the center post. You can take a toothpick and clean gently around the center post. The idea is to not push the center post in. This is assuming you are using an ego or threaded connecter.
If it is an ego style, also be sure to clean the threads on your charging cable as well. It is preferable not to do it when it is plugged into the wall.

Any buildup on the positive or negative face of the battery will increase the resistance and as a result lower the wattage.

I was firing up my Genitank yesterday. All of a sudden, it just seemed to stop hitting. put it on my MPV to get a reading on the coil and it read "NON" Took a closer look, found the tank threads that screw into the battery were coated in a black film. Cleaned them off, everything was fine after that.
Even mods that use 18650 batteries can oxidize at the contact points and a tiny dab of Noalox or Deoxit can improve performance there. Keep em clean.
