While I don't have this charger one would assume that some nice it's new, With luck all you should need to do is plug the thing in and insert batteries. The charger will automatically charge them to the correct level. You shouldn't have to set anything.

UPDATE: oop. Looks like I'm wrong

Pretty sure for 18650s it should be 4.2 I'm only pretty sure though. That charger looks like it's kind of a pain in the ..... My nitecore will detect type and charge anything I put into it without any settings

If you also have amps options, use 1 amp for quicker charging or .5 amp for slower charging.
Yes, but... unless you're in a hurry, use the 0.5A setting. A slower charge is kinder to your batteries and is likely to result in more charge/discharge cycles (i.e., they'll live longer).
