I was a seller on eBay for 10+ years, and have been a buyer since 1998. It's
not your seller's fault, if the USPS tracking info. shows that your package was delivered at 3PM...but you say it wasn't delivered to YOU.
First, are you
sure the address the seller had for you...really WAS your correct address? If it definitely was correct...have you checked all around outside for it (ie. maybe on a porch, by a garage door, on a stairway, etc.)? Have you checked with neighbors to see if it was possibly delivered to them by mistake? If you've doublechecked on all of those, then...
YOU (not the seller) need to contact the post office responsible for your mail delivery. Provide them with the tracking number for your package, and let them know it shows that it was delivered at 3PM, but you didn't receive it. THEY should be able to talk to your mail carrier and hopefully find out where it was left when delivered.
If it wasn't sent insured though, I'm afraid if they can't locate it...you're most likely out of luck. It could have even been delivered...and someone stole it after the delivery.

If your seller is a Powerseller or not, it doesn't make any difference in this situation. Since the seller DID ship the item to you, and provide you with a tracking number...it's not his/her fault the package wasn't delivered
by the USPS to you! You should therefore not give tyhe seller any negative feedback. That would be totally unfair to the seller!
Labor Day is a holiday, so I doubt your PO is open then. Contact them first thing Tuesday AM if they're not there Monday.
