Wouldn't any mention of "ecig" mean both accounts will be closed or suspended? Or when making the claim, don't use ecig or explain what the item is? I've never opened a claim for something I'm trying to hide, though I don't think they asked me what the item was when my package got delivered to someone in another state. They refunded right away.
If you mention "ecig" buying you risk having your account closed or at least suspended. If you mention the other guy was "ecig" selling his account gets closed. If it was really a scam it won't matter to him if a PP account gets closed - scammers don't leave money hanging around in PP accounts waiting on transactions to get reversed.
