Has my charger died?

I have the TR-001 Trustfire charger and a couple days ago it gave me some weird blinking leds when I put in my batts.
I usually put in my batts and then plug it in. It started blinking red and green on one side and a kinda amber/red blinking
on the other side. I swapped the batts and they were both red so I let it charge while checking periodically that the
batts weren't getting hot. After 4 hours it hadn't changed green yet so I checked voltage on the batts and they were
around 4.1v's so I figured it was because I had drained them pretty low.

Today I tried to charge one batt and it did the weird blinking again with batt on the left but was green on the left and red
on the right when I put the batt on the right. After about 5 hours the batt is still at 3.6v's. I tried plugging in with no batts
and got weird blinking leds again. I have only had this charger about 7 months. I admit I got it because it was one of the
cheapest ones.

Is it dead?!

Is this a decent charger and I just had bad luck? I ask because I wanted to order from ecigexpress, but this is the only
charger they carry, and I wanted to get batts and flavoring from them.

Thanks, all my chargers go in a fire proof bag while charging and they are plugged into a
dedicated outlet with a built in breaker.

Do you think it would be stupid to buy the same charger? I'd really prefer to get my next order from one vendor,
but ecigexpress only carries that one charger.

Another thought - Is it possible one of my batts fried the charger? One of them is a little beat up, I had taken off
the outer skin at someones recommendation but it has a ground strip on the outside so I put heat shrink tubing
on it and it has been working with no problems.
