The document indicates that the FDA (at the time this document was created in Spring 2013) was (and perhaps still is) planning to officially propose the "deeming" regulation in October, 2013.
But please remember that the FDA has previously stated its intent to propose the deeming regulation in October, 2011, in the summer of 2012, and again in April, 2013.
After all new federal regulations are proposed, there will be a public comment period of 2-6 months.
We need to continue pointing out that the deeming regulation
threatens consumer and public health, and does nothing to improve consumer or public health.
