3% is a bit on the high side for Koolada. It can be powerful stuff, depending on the flavorings already there, so start small, shake, taste, and repeat as needed to work it up to get the affect you want. By small I mean 0.5% or maybe less.

Yep, start small and work up slowly. After you've done this a few times you'll have a good feel for what amount has what affect. Tiny amounts brighten and small amount mentholate and slightly higher amounts are like chewing vic's vaporub. Crush the crystals as fine as possible and add just enough PGA to dissolve them with agitation and be sure it's in a good bottle because it will crust at the threads. Re-purposed Halo bottles are great for this. Putting a drop of this PGA menthol mixture in a dripping atty will clear your sinuses at the first vape so keep your dripping juice on a different section of the table than your menthol mixture.

I think that's all my suggestions for menthol...

I have been adding about three drops to finished 15ml juices. Does that seem good? I can't really place my finger on if it is too much or too little, even though that sounds extremely silly.

Me personally I use 1 drop per ml and Koolada is strong but I love it that way,I did make a mistake of adding to much one time and It literally took my breath away and coughed my head off.

If you're at 1 drop/5ml you could up it to 1drop/3ml and see what you think. Too much menthol will numb your mouth, or if you want that numbing, it would be perfect instead of too much.
