So far as VG/PG and flavorings is concerned, opinions are varied as the weather. In any case, go for USP. Even the USP glycerine sold at Wally World or your local drug store as skin softener will do.

is a reliable source of PG. VG too, but not the cheapest USP source. I bought my last PG and VG from Amazon.
That might be your best bet if price is a factor {isn't it for everyone?}. Again, look for USP, that's a biggie.

You'll also need a means to precisely measure ingredients. I use syringes. And you'll need something to store your concoctions in. Again, Amazon is a good source of glass bottles in the 30-250ml range.

I recently purchased a quart of each pg and by, along with plastic syringes a Capella flavor and bottles for about 40$ on Amazon prime. I decide to make 0mg juice first to get a grasp on it. I doubt adding nicotine is as crazy as people tell me but you will get sick of you mess up!!! Best of luck I made mine and let it steep for two weeks and it tastes great!!

Vape tool and e liquid recipe in the play store work well enough too. They are great for getting your ratios. Say you want 80/20 and your flavor is of based and you want 30ml it's like 4ml flavor 8ml pg and 18ml vg. My math is probably totally off but hey that's what the app is for!!! Great for those little fractions. Also you can look up the juice brand and they will tell you the right amount to dilute. Some taste like nothing after you steep no matter how much flavor you add and some are way too potent regardless how little you add..

Everyone seems to have their preferences for DIY. I started with Nicotine river and while I don't believe their prices are the lowest out there, their products are excellent, (including a wide range of flavors, including proprietary blends) and I like their nic salts. I do believe there are cheaper vendors, but I've had good luck with Nicotine River, so I am sticking with them for now.

The main thing to look for is USP grade materials, wherever you purchase from. That, and I'd start out with a small volume of ingredients from wherever you order from, to make sure you like the nicotine and etc.

Best of luck, the DIY forum is a great place to go for help, including recipes and various DIY tools and lots of friendly and helpful folks there.

I use Nicotine Giant which used to be RTS Vapes, they have PG, VG, nicotine, Concentrated flavors, bottles, glassware. I go by volume and that includes drops of flavoring. There is an eJuice Me Up calculator which you may want to play around with to get an idea of how it works. I uses a warm water steep, 6 hours at 130 F to speed up the steep time.
