Help! My DIY ejuice wont mix :S

I did this mix last night, 10% TPA cinnamon redhots(TPA says its Ethyl alcohol, cinnamaldehyde and eugenol), 10% distilled water, 52% no nic VG and 28% VG with 36 mg nic, however when I mix it, I shake it real hard and I get this milky substance, after a few minutes it's starts to seperate, the flavor floats at the top and the rest stays below the flavor(still looks milky.. What am I doing wrong, TPA says this flavoring is water soluble?? Do I have to do something special to it to make it homogeneous?

Maybe it is water soluble, just not so VG-soluble.
