I have a stillare v2 atty reading at about .5 ohms and i have never had this issue before with it. just the tugboat reading at .3 ohms.

Pretty sure the Hana V3 isnt supposed to work below 0.4ohm.

Thats what i thought but the .3 ohm build was working earlier until i went to hit it and it said shorted. on and off now it just says shorted

so if you are sitting right on the threshold... it will sometimes go too low, and sometimes be just high enough for your mod to fire. Depending on how tightly you are screwed in, and anything else that might offer a slight impedance. Build a .35 or .40 coil for it, and you will be fine.
Very wise, I think pushing right against a devices (mech or VV/VW) operating parameters, is just asking for trouble. Plus adds additional wear and tear on your device.
Also, keep in mind that with anything electrical/electronic, heat lowers resistance.... It may read 0.3 when it's been sitting a while, and you may be able to fire it... once it gets warm and holds a bit of heat in the atty, your resistance may read around 0.2... which your device sees as a short... as the atty cools, it may go back up to 0.3 and fire again.... this is the problem with sitting on the lower limit with a regulated device.
That being said, the point of a regulated device is that you can get sub-ohm mech quality vape on a higher resistance due to the higher voltage/wattage of the regulated mod. Low sub-ohm coils are not a necessity on a regulated device.

I thought heat raised resistance? Just a distant memory from school 
I'd remove one of the coils from the rda which should roughly double the resistance. If it fires fine then, then I'd say it is because the resistance was too low

Nope, heat lowers resistance... just an observation from 20+ years as an electronics tech
I loosened the screws and it seems fine but im just gonna use my genitank until i can make a higher ohm build just to be safe.
You mighta answered this previously, but is it a dual-coil?
If so, and if it's .3, you can remove one of the coils (making it a single-coil) and it SHOULD read ~.6 ohms, and subsequently fire OK.
It is dual but there are two airholes in the top cap. Can i run single coil without covering the hole?
You can, but not recommended... If I have an atty set up for dual coils and run a single coil I just shove a piece of cotton in the unused air hole...
Im running it in single coil mode now. Shoved some cotton in the airhole. Its fireing but its reading .4 ohms now is this better?
Better is subjective.... but firing is better than not firing.
If you're reading .4 with a single coil, then that explains why it wouldn't fire earlier... you were most definitely going below the .3 cutoff limit of your Hana on the dual coils.

I'd say build a dual coil setup... total resistance around 2 to 2.5 ohms, 30g Kanthal in a good RDA (Tobh or Plume Veil). Wick it with rayon cellucotton, drip it with high VG juice and crank up the wattage to around 30W.
