well it all depends...
first off not all high drains are created equal either...

but the best I can explain it is by showing you the math...
let's say you want to run a LR atty at 3.7V....
a 1.5Ω atty at 3.7V has an amp draw of 2.47A
(that's voltage divided by resistance)
now the battery itself.... something like an ultrafire 14500 has a max drain rating of 1.35A
(that's mAh rating times the c rating and then converted from mAh to A)

so what you have is a battery that can't actually keep up with the atty...that's running at it's full output...which causes it to be overstressed....and overstressing the battery causes deposits to form in the battery reducing it's overall lifespan and capacity..
additionally... because the amp draw versus max drain kinda has to equal out....if the max drain on the battery is fixed...and the resistance of the atty is fixed the only thing is to lower the amp draw and the only way to do that is with a drop in voltage... this is known as voltage sag.... and when the voltage sag is enough it actually hits the low voltage cut off of a protected battery...

now... the IMR high drain 14500 by comparison....well the BDL ones have a max drain of about 3A (so just barely more than the amp draw)... and the AW IMR are a max drain of 4A...
because they're not overstressed they will last as long if not longer per charge...last longer in overall life of the battery...and actually deliver 3.7V as 3.7V (they don't suffer voltage sag)
and that atty will perform true to it's capability... for example, that 1.5Ω atty since it's getting a true 3.7V will put out 9.14W (which is why it's called simulated 5V vaping (because a 3.0Ω carto at 5V puts out 8.33W and a 510 at 5V puts out 10.87W...so it's right center of that 8-10W "sweet spot")
aditionally they are a safer chemistry (LiMN) which does not produce it's own oxydizer and is more tolerant to high temperatures before thermal instability would happen...
true they do not have a PCB like a traditional protected Li-Ion ...but they dont need it...they DO have the other protection measures though...

and for reference.... any atty or carto that's lower than 2.9Ω will have an amp draw that overstresses the battery...so that includes LR cartos, 306s, joye 510s, pretty much all LR atties for that matter...

So in all cases, Hi Drains are better and we probally shouldn't even be using non hi drain.

not quite in all cases....

it doesnt much matter in the 18650 size for example in fact high drain is overkill in that size....
but in a 14500 or a 16340 battery...yeah more often than not...things like boge cartos (3.4Ω) and standard 901 atties would be fine on a regular Li-Ion....the battery would still be near stressed but not overstressed...
but if you're running a LR atty or a 510 for example...you'll see a noticeable difference (be able to taste it too)....
the time difference isnt really noticeable because since it does hit harder with the high drain you hold the button down a shorter amount of time

I'll give you another math problem.....
if you take the amp draw of the atty at a given voltage in mA and divide by the mAh rating it'll give you the c rate of discharge....divide 60 minutes by that and it'll give you the number of minutes that battery will run continuous multiply that by 60 and it'll give you seconds...and divide that by your average length button press and it'll give you a # of button presses...

so with that 900mAh battery if you're running a 1.5Ω atty... thats amp draw of 2.47A (or 2470mA)
2470mA/900mAh = 2.74C...... 60min/2.47C= 24.29min=1457sec or 291 (5 second long) button presses
*and since the battery is being overstressed this # would degrade

the high drain...same atty....same amp draw
2470mA/600mAh=4.12C... 60min/4.12C=14.56min=873sec or 291 (3 second long) button presses
