The vc4 supports 1a on each of 2 bays, I believe it drops to 0.5a/bay if you put batteries in both bays of a pair.
The vc4 does require a separate usb power supply, 2.1A/2100 mA. I like The Amazon basics supply, but others are fine:

I've used xtar 5 years, very good charging characteristic ( how it charges). Nitecore also has an excellent reputation, though at least some models limit to 0.5amp maximum charging current.
Personal opinion, I really like chargers that can do 2 bays at 1amp each, it keeps the charge time reasonable for high capacity 18650 batteries, and I will often run through a pair of batteries during a day.
Don't go cheap on batteries or chargers, stay with well regarded brands.
