That's a very complicated set of questions.

You can get PG free flavorings, but you will need to research that one if you really want no PG/max VG liquids.

Measurements? Oh lord - that all depends on what nic level you want, what nic level you purchase, the flavor(s) involved. Lot's.

Lot's to read up on here. ~> DIY E-Liquid

+1 on what Rickajho said!

DIY involves a lot of trial and error. Even with a recipe. What tastes great to one person tastes not so great to someone else.

For all things DIY head on over to the DIY ELiquid Forum. Make sure to read all the "stickies". Recommended Reading For People New to DYI by ECF member dannyv45 => Includes links to his & Hoosier's Blogs.

For a juice mixing calculator consider using eJuiceMeUp

Here are some threads you may like to read through for different flavoring companies. Many of the posts include recipes and comments about a specific flavor.

My juice lately, for dripping exclusively, has been all VG except flavoring; max VG in common parlance. I've been using 20-25% flavoring, whatever a recipe calls for.

I have dripped straight VG for kicks in the past, and never needed to water it down (but didn't vape pure VG much).

Having a viable recipe for the flavor component is the hard part, using nothing but VG (except flavors) is easy.

I wanted to do a 0mg juice for dripping.

That should be quite easy, specially if you don't want flavoring in it. Buy 100% VG nicotine base at a given mg/ml nic concentration. If you buy 48 mg/ml and want to mix it to 6 mg, 48 / 6 = 8 total parts. So 1 part 48 mg nic base to 7 parts VG = 6 mg nic juice.

If you want 3 mg/ml juice, 48 / 3 = 16 parts. 1 part 48 mg base to 15 parts VG = 3 mg juice. You get the idea.

If you do want to add flavoring, it becomes more complex. You'll either have to find recipes or experiment with different flavorings and amounts.

For either scenario you will likely find a juice mixing calculator handy and maybe a bit safer than doing things manually, specially if you use flavorings. I use eJuiceMeUp which is a free download. Lots of people use it so you will be able to get help with it if you need it.

The DIY sub-forum on ECF is a great place for more info and both Rick and Susan gave you a link to get you there :)

VG is very thick stuff and needs a little watering down with distilled water. 10-20% should be good.

I've vaped 100% VG in a rebuildable dripper, which I think is the OP's situation, and it's not a problem at all. It certainly is in a carto or a clearo though and then water will really help.
