Hon Lik and the American co inventor Gilbert should be considered for the Nobel prize in medicine.

His invention will improve and save millions of lives. It's up there with anti biotics, polio vaccine, etc. What he does in his personal life is beside the point.
It sounds more like the smoking is part of his professional life, for research purposes. But even if it's for his own enjoyment, you're right. It's completely beside the point. vaping has helped vast numbers of smokers to quit smoking or cut down drastically. I'm not too impressed with the Guardian's focusing on that dual use angle with their headline.
