I got my new resistance checker in the mail today, so I promptly put a new build in the Stillare clone that originally fried my batteries to see if the RDA itself was bad. It ohms out to a solid .23 ohms and doesn't fluctuate or anything. Does this mean it's safe to go ahead and use again? I really don't want to buy new VTC5's again if it's broken.

A solid reading on a $10-12 ohm checker does not mean your good to go, no.
You've really entered the look mom no hands zone and are about to run into a parked car.
Here is the deal, ohm checkers have a potential error of up to 0.15 ohm +/- so to be safe assume your ohm checker hates you and is telling you a coil is 0.23 when it is actually 0.08.
Safety is a process, not just one set of numbers.
