How do I start a conversation with another member?

Hello,
It's my understanding that I would be able to start a conversation with another member after 5 posts. After making 5 posts, waiting to allow the forum to update, and attempting to begin a conversation, I still cannot find a way to do it.

I'm trying to message a guy about buying a tank that was posted a few months ago, which he was never able to sell due to a price that I'm more than willing to pay.
