How long to let a short wicked clearomizer sit before use?

Hold it upside down for about 15 seconds to get it good and saturated after first fill. After that, as klynn said, just tip it often and try to vape with the device almost horizontal.

EDIT: When you get replacement clearos, be sure to get the rebuildable ones with the long wicks...they perform a bit better.

I will definitely do that.

I just gave this one a try, I don't know if it is because it is new or their tobacco flavored juice what but it tastes pretty funky.

You may find that you will have to do a bit of searching to find your "all day vape" and...it may change as your taste buds and sense of smell return to full power.

Not sure what you smoked but one of my favorite light tobacco flavors is also one of the cheapest: DeKang's SEC/Kent. It's not in-your-face but has a very good throat hit. I get mine from ValueVapor.
 
Most tobacco flavor e-liquid is pretty bad. I had discussions about the flavor of tobacco juices at brick and mortar shops in the OC. Most of the avid vapors have one type of tobacco juice they like or don't vape tobacco. It seems to be a hard flavor to get right without combustion.
Some places sell inexpensive equipment that works pretty well unless you're very particular, but may not be veterans of making the liquid. Not everyone is good at everything.

I let it sit on the table around 1 minute and then start to vape.
If i wont do it then it will give dry hit.

Agreed I always wait at least one minute after refill. Those wicks take a bit to soak up the juice. If you clean them ( I rinse them in the sink ) I usually wait longer as when they are wet they tank longer to soak up the juice.
