How many posts do I need to post in other sections of the forum?

I was trying to participate in this thread but it said I'm not allowed, according to this sticky, I should be able to post there, have the rules changed?

It may take a couple hours for the forum to update on the amount of posts you have. No worries, you will be able to soon.

Exactly. If you just got past your obligatory first 5 posts, I think the forum resets at :25 past every hour.
