Well if you are wanting to cut a piece of PCB board and make it round a dremel with a cut off wheel would be first choice.
Or to cut PCB but not be near as a nice edge you could use a number of methods.
Drill a bunch of small hole and work your way around to the shape you want then snap it out. Just be sure to cut the copper strip so it won`t get pulled off the board.
Or try a chisel and work it over the area a couple times. Not doing it all at once.
If you are looking for the actual end cap to put the atty/battery connector in a dime may work or a penny but they may need ground down to fit. If you are talking for the actual battery to contact a positive terminal then any thing will work like say a pop bottle lid cut it with scissors or a sharp knife. Epoxy into place.
